Iraqi letter puts end to fears of immediate war moves

IRAQ: The prospect of immediate war over Iraq receded yesterday minutes before 11.00 a.m. when Baghdad's ambassador to the United Nations, Mr Mohammed al-Douri, took the lift to the executive floor of the UN Building in New York.
