The home side landed three late points, from a Michael Tierney free and a brace from Barry Fitzgerald, one from a free. But time ran out on the Carlow side.
Garda led 0-7 to 0-4 at half-time and although Offaly's Rory Guinan registered a point from play just after the restart to give them a double scores lead, Carlow fought back. With Zach Tuohy of Laois prominent in attack they took the game to their opponents but were undone by the Garda goal which literally came "out of the blue".
