Trócaire adLabour foreign affairs spokesman Michael D. Higgins argued for
amending legislation to allow a radio advertisement for
Trócaire's Lenten campaign to be broadcast."Those who crafted the legislation, as well as those who
discussed it in this House and the other House at the time, did not
have any intention of extending its remit to cover campaigns of a
moral character. I refer to campaigns which aim to advance the
philosophy, principles and practice of the United Nations."
