Tue 11 Nov 2002Cullen sees carbon taxes as way to cut emissionsThe Government must "bite the bullet" on carbon taxes to avoid hundreds of millions of euro in fines for breaching the Kyoto Protocol on Climate Change, according to the Minister for the Environment, Mr Cullen.Speaking on the publication by the Environmental Protection Agency of a major report on the effects of climate change here, he said a carrot-and-stick approach was needed to encourage industry to switch to cleaner fuels.
