I haven't read the report but it's a bit inaccurate to suggest that people are "losing money" by opting for plans with slightly more inclusive calls than they need - in practice their net telephone costs may still be lower than if they opted for a lower priced tariff (the bigger plans seem to contain a disproportionate number of minutes in a lot of cases). As a small business, we keep a relatively close eye mobile phone costs and I'm not convinced "wasted inclusive minutes" is the big issue. 

After saying that, it makes sense to regularly review your phone usage and determine if you're on the best plan. I find http://callcosts.ie pretty good for this (along with some recent bills).</description>
